Researching the contribution of British Council Cultural Relations approaches to development in supporting Official Development Assistance (ODA)
Working in collaboration with the British Council we undertook a comprehensive review of the role and efficacy of Cultural Relations in supporting ODA goals. The research also included an analysis of how Cultural Relations practice applied to international development creates Soft Power.
The work involved:

- Online survey research among development practitioners and policy-makers
- In-depth interview research with development practitioners
- Review and synthesis of academic and grey literature around Cultural Relations, International Development and Soft Power
- Systematic evidence review of programme impact
Important outputs of the collaboration included a high-level Theory of Change (ToC) for how Cultural Relations delivers development outcomes and an analytic framework for understanding how Cultural Relations in development contributes to Soft Power.
